Conditions for Church Membership
Previous to this time the conditions for admission into the Church were not regulated and anyone expressing a belief in Christ and the New Covenant work could be admitted to full Church membership upon a vote of the congregation. The following revelation, the first of several on this topic, makes clear that admission into the Kingdom by baptism and confirmation (chrism) is predicated upon: (1) Genuine repentance from sin; (2) Evidence that the candidate is doing his best to live a godly life in Christ; (3) Public confession; (4) A public baptismal covenant of obedience to always serve Christ; (5) A sufficient understanding of the Christian faith and the basic teachings of the New Covenant; (6) Teacher and Pastoral assessment; and (7) The consent of the people. Adequate space between baptism and confirmation (chrism) is to be made to ensure the candidate is ready to partake ofthe Lord's Supper. If a Pastor is not fulfilling his calling adequately the local Colony has the right to call for a special business meeting to review the situation, provided their motives are pure and there is a spirit of love. If a pastor is in violation of the commandments then he shall be charged and put before a Church Court. Though the people have the right to take such action, they are to judge the Lord's Anointed with great caution and circumspection. It is a serious violation of the covenants to wrongly judge a leader. The need to impeach a Pastor is rare but at the time the revelation was received there were few mechanisms for Priesthood review. Today Priesthood Weighing is a normal procedure and so whilst the instruction here is largely historical, it has been retained for situations where it might yet be required, for example, in newly planted congregations which are not fully organised and lack a mature ministry [Frogner, Oslo, Norway].
Admission to the Kingdom by Baptism
1. The Pastor of every congregation shall enquire of every catechumen {investigating member} desiring baptism into Christ and into the Church of God, saying:
2. "Hast thou truly repented of all thy sins?" And if he saith: "Yea", with purity of conscience, manifesting towards the people a broken heart and a contrite spirit, the Pastor shall say:
3. "Art thou willing to take upon thyself the Name of Christ, having a determination to serve him unto the end?"
4. And if the candidate answereth, "Yea", he shall be baptised by one having authority according to the practices of the New Covenant Church of God.
5. Ye shall ask these questions of all, both young and old, before the Congregation;
Bearing Public Testimony
6. And if the candidate is worthy, he shall be invited to bear his testimony of Christ before the Congregation.
The Consent of the People
7. Then ye shall ask the people whether or not they are willing to receive the candidate into fellowship;
8. And if they indicate that they are, by uplifted [right] hands, let the candidate be baptised by full immersion before several witnesses.
Conditions of Dissent
9. If there are any dissenters in the Congregation, let enquiry be made of their objection in a spirit of love and fairness until all are satisfied;
10. But if the objection is unrighteous, and the Pastor discerneth it, he shall request the Congregation to vote on the matter.
11. And if the dissenter is not upheld by the voice of the saints, he/she shall be overruled and further enquiry shall be made of his motives.
12. Moreover, ye shall judge righteously, for all are free agents and may dissent if this is done constructively and in a spirit of love.
14. But if it is done negatively, and in a spirit of animosity, the Pastor shall rebuke the dissenter, and he/she shall be silenced, and shall not be permitted to partake of the Lord's Supper until he hath repaired the breach with his/her brother or sister.
15. Verily, verily, I say unto you, that the spirit of discernment is not always complete in the saints, saith the Lord, and the dissention of one who is alert to My Spirit may preclude much trouble, forsome will try to enter My Church unawares, being agents of chaos and destruction1.
Do Not Quench the Spirit
16. Therefore ye shall not quench out the prophetic gift no matter through whom it cometh, for if it is of Me, then that prophet or prophetess is justified.
17. But if the Pastor discerneth wrongly, then ye should greatly beware.
Dissatisfaction with a Pastor
18. If a Congregation is not satisfied with the conduct of a Pastor then it is the privilege of that Congregation to call a special Business Meeting of the Colony to discuss the contention.
19. And this should be done with much fasting and prayer, without bitterness or malice of any kind.
20. It is requisite that one member move for a special Business Meeting, and another second the motion.
21. Then the Pastor shall call for the vote of the Congregation, accepting written and signed proxy votes from those who are unable to attend;
22. And if a majority of members elect for a special Business Meeting, this shall be done within three weeks of the motion being passed.
Impeachment of a Pastor
23. If the Pastor is accused of violating a commandment then ye shall go through the [Church] Courts and not call a special Business Meeting.
24. Behold, unto you is given much responsibility and freedom, ye saints of the New Covenant, therefore judge righteous judgment;
25. For ye shall be judged even as ye judge, saith the Lord.
26. And if the saints judge one in authority falsely or wrongly they shall be brought to account and must seek reconciliation and forgivenes.
Chrism of Baptised Members
27. Ye shall not confirm {chrismate} any baptised member until he hath obtained a clear understanding of the doctrine and practices of the [New Covenant] Church of God.
Evaluation by Teachers
28. It is the especial responsibility of the School of Israel Presidency {for adults} (or the School of Alumim Presi- dency {for youth}), and the Teacher-Elders (or Teacher-Deacons), male and female, to assesss the progress of the candidate for Chrism {confirmation};
Pastoral Interview
29. And when the Presiding Elders of said School, are satisfied, having obtained the mind of God, they shall inform the Pastor who shall interview the candidate with the Pastress and the Pastor's and Pastress' councellors.
Congregational Vote
30. If they are satisified, having obtained the mind of God, they shall also recommend the candidate before the Congregation which shall vote whether or not Chrism {confirmation} should proceed, and whether their walk is godly or not;
31. For if they do not follow a godly walk, obeying the commandments according to their knowledge and keys, ye shall not chrismate {confirm} them, that they partake not of My emblems unworthily.
32. For it is the privilege of the chrismated {confirmed} member to partake of the Lord's Supper, which ordinance is sacred and holy, saith the Lord, and must not be defiled. No person should be confirmed who understandeth not the importance of the Lord's Supper and the sanctity thereof.
Space Between Baptism and Chrism
33. And thus it may be expedient to establish a space between baptism andChrism {confirmation} for children who have reached the age of accountability, that they may be taught to reverence My ordinances and measure themselves diligently.
34. Ye must be neither too harsh nor too liberal, discerning the balance through the Spirit of revelation; and all this for righteousness' sake. Amen.
